Statement re Submission of Documents

2. Annual report of OAO 鈥湽秤霸衡 for 2007 (prepared in accordance with the disclosure requirements of the Federal Financial Markets Service of the Russian Federation) approved by the Annual General Shareholders Meeting held on June 26, 2008.
have been submitted to the Financial Services Authority (FSA).
